Yadunandana Swami is unanimously accepted as European Minister for Education. It is suggested that he remain neutral about various styles of devotee education in Europe;
he should not overemphasize the academic style of teaching.

Kripamoya dasa as European Minister for Congregation Development
Kripamoya is provisionally accepted as European Minister for Congregation Development. Within a couple of months, he should provide a service description for the Ministry and identify who will help him.

New European Ministries
The Euro GBC EC will work on the establishment of European Ministries of Sankirtana, Deity worship, and Funds. Mahaprabhu will propose a candidate for the Minister of Sankirtana.
Mangalananda dasa as Euro GBC for Germany
The Euro GBC accepts Mangalananda as the Euro GBC for Germany, Austria, and Liechtenstein.
Narakriti dasa as Euro GBC for Czech and Slovakia
Narakriti is provisionally accepted as a member of the Euro GBC body until a final decision is reached based on feedback from leaders in Czech and Slovakia.
Future Euro GBCs
Before a devotee is nominated as a Euro GBC, supporting letters from the local GBC and National Council should be given to the Euro GBC.
Prahladananda Swami as GBC for Croatia, Bosnia, Slovenia, and Serbia
The Euro GBC EC will ask all yatra representatives in these countries to give us their agreement on the idea of Prahladananda Swami becoming their global GBC. If the feedback is favorable, the Euro GBC EC will bring this proposal to the GBC body in Mayapur.

Clarity about affiliates and organizations related to ISKCON
The Euro GBC is unanimously in favor of having this clarified. Madhusevita will communicate on this matter with the Global GBC, which is working on such clarifications.
Life Membership
The Euro GBC EC will draft a letter on life membership policy in Europe. After getting the letter approved by the Euro GBC, it will be sent to the Indian RGB and all ISKCON temples in India.
ISKCON Europe’s policy on accepting donations
The Euro GBC will ask the Sastric Advisory committee to research this matter and to suggest parameters concerning when it is unacceptable to receive donations from certain sources.

Who can rent ISKCON facilities?
Prahladananda Swami, Vedavyasa dasa, and Kancana-valli dasi will draft a paper addressing the question, Where do we draw the line regarding who can rent ISKCON facilities?
Repaying Germany’s loans
The Euro GBC body voted with a clear majority that Germany should repay its outstanding loans to the UK (7,400 euros) and New Mayapur (12,500 euros). Dina Sharana does not in principle agree, but will comply. The Euro GBC EC will communicate with Gopal Bhatta dasa about his promised pledge.
Standards for leaders
We recommend that Visvambhara dasa and his team make their research available to Braja Bihari dasa. Regarding an ombudsman for Europe, the Euro GBC asked all European yatras to send candidates for ombudsman training to the Budapest training session, and among those being trained, the Euro GBC will look for one or more candidates to serve as an all-European ombudsman.
Place(s) in Europe to care for elderly devotees
The Euro GBC recommends that the yatras look into establishing hospices to care for ISKCON’s increasing number of elderly devotees. The Euro GBC looks forward to the first hospice.
Rural Housing: Usufructo lease agreements
In principle, the Euro GBC endorses Syamasundar’s proposal. We will adopt this proposal with Yadunandana Swami’s amendment.
Janesvara dasa, Hridaya Caitanya, and Syamasundara, will work on European guidelines on housing that are in common to Europe.
Resolution
Whereas the ISKCON farm management’s attempts to secure community members by selling houses or land to ISKCON members has not succeeded in securing the houses and land as ISKCON assets or retained a devotee community;
Whereas ISKCON Rural Community projects require growth by increasing the homes and householder participants;
Whereas the successful establishment of varnasrama and rural life was a key concern of Srila Prabhupada’s;
Whereas the Vedic system was supportive of rural communities;
Whereas most rural projects struggle to gain capital to build homes, but have the capacity to increase the number of homes with planning consent from their local government;
Whereas investors in community housing will require not to lose their investments;
Whereas it is important to secure a sustainable financial base for the temple and community and this has historically been done to a greater or lesser extent throughout history by tenancies paid to a landlord (Krishna being the landlord for ISKCON)
Resolved:
That ISKCON projects can allow persons to purchase a usufructo type of lease agreement as long as certain conditions are met. The specific conditions will be decided by the authorities of the concerned yatra in agreement with the corresponding property trustees.
Sweden’s requested loan
The Euro GBC is in favour of the Swedish yatra’s request for the global GBC’s permission to mortgage property of the Deities for a loan to securing housing for a key member of the community at Almviks Gard.

Next Euro GBC EC meeting
On 18 November 2010, the Euro GBC EC will have an all-day meeting in Radhadesh to update the Euro GBC structure, after which it will bring the proposal to the Euro GBC.
Next ELM and Euro GBC Meetings
Next year, we will have two days of Euro GBC meetings. The ELM will be on the 23rd and 24th of September and the Euro GBC meeting will be on the 25th and 26th of September in Villa Vrindavana, Italy. We still have to decide whether to have a Euro GBC meeting in Mayapur in the spring of 2011.
