Dear Prabhus, Hare Krishna! Please accept my humble obeisances. All glories to Srila Prabhupada!
I recently heard a devotee say that animals are different from humans because their behavior is controlled by “instinct.” This is simply repeating the nonsense currently being put forward by the mundane so-called scientists. Ascribing something to “instinct” simply means “I do not know.” Just because they put a meaningless label on something doesn’t mean that they understand it. An animal acts the way that it acts for exactly the same reasons as we do: Love, anger, fear, the desire to survive, experience from past lives, training received prior to birth, etc.
The one thing that distinguishes us from the lower animals is Krishna consciousness. Without Krishna consciousness, we are no better than they are.
We must always keep in mind that all living entities are pure spirit soul, part-and-parcel of Krishna, the same as us. They are our less intelligent brothers, and it is our duty to protect them as best we can, especially mother cow and father bull.

Prabhupāda: So what is nonsense instinct? The man has got these symptoms and the small ant has got these symptoms. That is life. That vague description, and still they are big philosopher. No perfect knowledge.
